Is Delhi a part of India?

This is ridiculous.

“If people with licences from outside Delhi clear the standards of driving in Delhi, they can drive here with their fresh licence”

What if the Karnataka government did the same? What about the few millions of Indians who come from outside Bangalore, Asia’s destination numero uno for Information Technology, pollution and extended hours of traffic? Why have a ‘all-India-license’ that isn’t accepted in Delhi? Perhaps the RTOs outside Delhi aren’t competent enough? Perhaps driving in Delhi is a ‘different ball game’?

Surely, there must be better ways of improving the traffic conditions than making an Indian feel like he’s not one? More importantly, today’s its just the driving license. ‘Just’. What could it be tomorrow?

Your guess is as good as mine.
